Issues that need fixing:

Qualified Immunity - The pendulum has swung too far. LEOs need more accountability.

Militarization - LEOs don't need to roam our streets with military equipment as if they were part of a UN peacekeeper mission in a war zone.
- No knock raids - Maybe a sub-point to Qualified Immunity and Militarization, but no knock raids are unnecessary and dangerous to all involved.

Civil Asset Forfeiture - Remove the legal theft profit motive for LEOs. Strong property rights are a pillar of liberty and a first world nation.
I would say that the first two are a bit down on the priority tree. I don't disagree with the need to END...Asset Forfeiture.
Militarization: You don't see a need for it. I don't see a need for it, in any area I'd willingly live in.
As we see in urban jungle war zones...it is necessary in places.
The problem with police is not that they're done up for war...it's that they're no longer locally accountable. The police department in your city is often hamstrung by Federal demands. In some cities, in the Reign of Hussein, it was completely taken over by the Department Uh Just-Us because of the bogeyman RAY-SISSM. (Including my city, the smallest one the Do(i)J took control of).
Sheriffs have always been political, but Soros and Gates Foundation money is being aimed at LOCAL races, now.
Control needs to be asserted, locally. As to lawless cities where Barney Fife policing doesn't work...yes, police departments need ACCESS to this sort of heavy armor. It should not be theirs - it should be on call but not part of their manpower and equipment. The tendency, is, if they have it, they'll find a use for it. Keep some separation.
If law enforcement is successful, there will be little long-term need for it, anyway. A riot or massive disorder scene, is a demonstration of a FAILURE to keep order. And in these Astroturf organized mobs, like BLM/Antifa...when they run ads for Crisis Actors, LE and local governments should and must have the ability to PROSECUTE THE AGITATORS.
Even if offshore in the Cayman Islands.
