I have seen numerous tweets with videos showing people doing this, but I I didn't really understand what it was all about.

So, as I understand it, under the premise of fighting pollution, the government set up a surveillance camera dragnet around the city.
 
"Any gas vehicle older than 2006 will be fined £12.50 each day. Also diesel vehicles before 2015 are forced to pay."

That's one way to save the auto industry!
