It requires the ruler to recognise that he serves his people who in turn look after him.

No pretence of voting required in benign dictatorship
If done right the people love their ruler who seeks fairness for all.
It is a huge responsibility that few could manage.

China's recent history with dictatorships doesn't suggest the people will love the ruler or that the ruler will "seek fairness for all". Their last dear leader was recent enough that the people can remember that young man daring a tank to run him over in Tiananmen Square. The last dear leader is recent enough that the party apparatus that supported him (or kept him entrenched) is likely still there.
By all accounts, China is more at risk of systemic economic catastrophe than most of the world. Xi is going to be juggling emergency measures to apply bandaids, and that's not going to equitable to the masses by necessity.
