Japanese Minesweeper Sinks in Port, Sailor Missing; Advanced Russian Attack Sub Spotted Near Japan​

Japan Maritime Self-Defense Force minesweeper JS Ukushima (MSC-686) capsized on Monday following an engine room fire on Sunday with one crewmember missing from the incident. Meanwhile Japan’s Joint Staff Office (JSO) on Monday issued a release stating that a Russian Navy Yasen-class nuclear powered cruise missile submarine (SSGN) had been sighted operating near Japan’s waters for the first time.

Japanese media reports stated that Ukushima on Sunday at 9.40 a.m. reported to the Japan Coast Guard’s (JCG) 7th Regional Coast Guard Headquarters that the ship had a fire in the engine room. Ukushima was sailing in the East China Sea in an area 1.5 miles off Oshima Island off the coast of Fukuoka Prefecture on the main island of Kyushu.

On August 7, 2024, President Joseph Biden submitted to Congress an “Agreement among the Government of Australia, the Government of the United Kingdom of Great Britain and Northern Ireland, and the Government of the United States of America for Cooperation Related to Naval Nuclear Propulsion.” This In Focus explains the agreement’s substance, as well as provisions of the Atomic Energy Act (AEA) of 1954, as amended (P.L. 83-703; 42 U.S.C. §§2153 et seq.), concerning the content and congressional review of such agreements.

The 2024 agreement, which would permit the transfer of nuclear material and naval nuclear reactors among the three governments, would supersede a 2022 agreement that permitted only the transfer of Naval Nuclear Propulsion Information (NNPI) and Restricted Data (RD). The latter agreement entered into force on February 8, 2022.

Transatlantic Energy Security From a Baltic Perspective

Years before Russia started its full-scale war against Ukraine, the Baltic states of Lithuania, Latvia, and Estonia, correctly assessing the Russian threat, implemented far-reaching reforms to end their energy dependence on Russia. Successful implementation of multiple infrastructural projects and energy market liberalization significantly improved Baltic energy security. It made the region a role model for the rest of Europe. Further energy security upgrades are planned in the coming months when the Baltic states will desynchronize their electricity grids from the Russia-controlled IPS/UPS electricity system in February 2025. While celebrating these noteworthy achievements, the Baltic states and their NATO allies should be aware of the potential increase in Russian gray zone activities that could be directed against further consolidation of the European energy security stronghold in the Baltics.

‘Unexpected Circumstances’​

How the Navy and Marines Salvaged the Boxer Deployment

CAMP PENDLETON, Calif. – As amphibious assault ship USS Boxer (LHD-4) loomed offshore on Saturday, Navy air-cushioned landing craft cycled between its well deck and Camp Pendleton Marine Corps Base to offload elements of the 15th Marine Expeditionary Unit to a southern California beach.

Boxer and its 1,200-member crew returned Sunday to its berth at Naval Base San Diego, marking the end of an extended operational deployment that broke apart its three-ship amphibious ready group.

The deployment played out differently than what Marines, sailors and their commanders had expected just a year ago.

Through their 2023 pre-deployment workups ahead of the planned early 2024 deployment, the 15th MEU and the Boxer ARG grappled with a host of problems. In December, Naval Air Systems Command grounded all MV-22B Osprey tiltrotor aircraft. The Marine Corps also dealt with open-water restrictions on the service’s new Amphibious Combat Vehicle, which was making its maiden operational deployment.
