....and why does it HAVE to be 16.25 ounces? It's only that big due to it being gold plated silver. Just make it a little thinner,
Edited to add: even a 10 ounce medal would have some heft to it, and it'd be a great prize for top athletes.
...and the bronze could be bronze plated over silver, but using a lesser amount than the actual silver medal.
