I suspect Italy will pay for it and then they'll sue the owner's estate?What would they do with it if they did?
It's a constructive total loss. It's only value is scrap - and most of what it has, won't be salvageable. The engines and machinery, are toast. It's not going to sail again.
If there's an environmental advantage to getting it up...fine, but who pays for it? Tens of millions of dollars will be spent, and no value whatsoever recovered.
